You will then hear a voice and when the speech is over, you will finally be able to go through the door. Wait a while, someone will appear and promptly get killed by the guard. Talk with him and he will tell you to keep away from the door because of insane adventurers. When you get to the Bravil area, you will find you have to swim or walk on water to get to the island and when you arrive, you will find a guard (Gaius Prentus) by the door. It tells you about a strange door in Niben Bay, which is on the southeast part of the map, near Bravil.
After doing this, you should get a notification about a new quest. Once you load the game up with the DLC as well, use the wait feature by pressing the back button on your controller.
If you are looking at this solution, I would presume you already have the DLC either downloaded or from the GOTY edition disc.
